About the role
Junction Pay holds a stored value facility licence, and that licence is the business. Every product decision, every new merchant category and every outsourcing arrangement eventually lands on the compliance desk with the same question attached: does this stay inside our conditions, and can we evidence it?
Regulatory Affairs & Licensing is a team of five working out of our Des Voeux Road office in Central, deliberately separate from the Cyberport engineering floor. You would take ownership of the SVF licence itself — the ongoing conditions register, float segregation and reconciliation attestations, the annual return, incident notifications, and the relationship management that means a supervisory query is a conversation rather than a crisis.
The trigger for this hire is growth: we are adding two new merchant verticals and a cross-boundary top-up flow next year, and the Chief Compliance Officer cannot personally own both the licence and the AML programme any longer. You would report directly to her, with a clear path to deputy CCO.
What you'll do
- Maintain the licence conditions register and run the quarterly attestation that each control is operating, with evidence
- Own float safeguarding oversight — daily segregation checks, trust account reconciliation sign-off and escalation of breaks
- Draft and file regulatory notifications, product change submissions and the annual return; act as first point of contact for supervisory correspondence
- Review new products, merchant categories and outsourcing arrangements before launch, with a written opinion the business can act on
- Run the annual compliance monitoring plan and present findings to the Risk Committee
- Prepare the firm for on-site inspection: mock walkthroughs, document packs and the awkward questions asked internally first
What we're looking for
- 8+ years in regulatory compliance within a licensed Hong Kong financial institution — SVF, MSO, bank or licensed corporation
- Working command of the Payment Systems and Stored Value Facilities Ordinance and the supervisory guidance around it
- Hands-on experience of a regulatory inspection, thematic review or licence variation from the firm's side of the table
- Native-level written English — most filings are drafted by you and go out with your name on them — plus business Cantonese for internal and industry meetings
- A law, accounting or compliance qualification, or equivalent standing built through practice
Nice to have
- ACAMS certification or an ICA diploma in governance, risk and compliance
- Exposure to cross-boundary payment arrangements with mainland counterparties
- Experience acting as, or deputising for, a Money Laundering Reporting Officer
