Community Outreach Officer (2-year project)

About the role

This two-year project works with households in subdivided flats across Kwun Tong and Ngau Tau Kok. The people we are trying to reach do not answer hotlines, do not come to centre-based activities, and have very good reasons for both. The only thing that reliably works is someone turning up, twice, and being the same person the second time.

The Outreach Officer is that person. You will do door-to-door contact with about 400 households, run pop-up health check stations at markets and estate podiums, and hand over to our nurse and social work colleagues when something needs more than you can give. You will also be the one who notices the ninety-year-old on the fifth floor with no lift.

You report to Kenny Sze, District Manager for Kowloon East, and work with one other Outreach Officer, a part-time nurse and a pool of twenty volunteers. Hours include two evenings a week — that is when people are home.

What you'll do

• Conduct door-to-door outreach and build ongoing contact with roughly 400 target households
• Run pop-up health check and information stations at markets, estate podiums and community events
• Complete needs assessments and refer households to internal services or external agencies
• Recruit, brief and supervise volunteers on outreach sessions
• Keep accurate contact and referral records for the project's monitoring framework
• Feed frontline observations back into project design at the monthly team review

What we're looking for

• Higher Diploma or above in social sciences, community services, health studies or similar; HKDSE-qualified candidates with strong frontline experience will be considered
• 2+ years in community, outreach, elderly or frontline service work
• Native Cantonese; enough Putonghua to work with newly arrived residents
• Able to work two evenings a week and occasional Saturdays
• Physically able to do stair-heavy home visits in old buildings

Nice to have

• Existing knowledge of the Kwun Tong or Ngau Tau Kok service network
• First aid certification
• Experience supervising volunteers
