Programme Manager — Community Health

About the role

Bauhinia Community Trust runs health, family and youth services across the New Territories and East Kowloon. Our community health portfolio is the largest of the three: hypertension and diabetes screening in public housing estates, medication-management home visits, and a peer-volunteer model that reaches people who will not walk into a clinic.

The Programme Manager post exists because our funder renewed at HK$26 million through March 2029 and expanded the target population from two districts to four — roughly 9,000 residents aged 65 and over. That is a different job from the one the previous manager did, and we are recruiting for the bigger version of it.

You will lead a team of eighteen: two supervisors, nine programme workers, a nurse, a data officer and five part-time community health workers. You will also be our face with the funder, the district councils, two partner clinics and the university team running the outcome evaluation. Winnie Tsui, our Head of Programmes, is your line manager and will not micromanage you.

What you'll do

• Lead delivery of the four-district chronic disease programme against agreed reach, screening and referral targets
• Manage the HK$26M multi-year budget, including variance reporting and funder-approved reallocation
• Supervise two team supervisors and hold overall accountability for eighteen staff, including recruitment and appraisal
• Own the funder relationship — quarterly reporting, site visits, and the mid-term review in early 2028
• Coordinate with the university evaluation team so data collection is designed into service delivery rather than bolted on
• Build and maintain referral pathways with partner clinics, elderly centres and district-level stakeholders
• Represent the Trust at district health network meetings and public forums

What we're looking for

• 7+ years in NGO, public health or community service delivery, with at least 3 managing teams and budgets
• Demonstrated experience running a funded programme end to end, including reporting to an external funder
• Bachelor's degree in social work, public health, nursing or a related field
• Native Cantonese and business English — funder reports are in English, everything else is in Cantonese
• Comfortable in a public housing estate on a Saturday morning and in a funder boardroom on Monday

Nice to have

• Registered Social Worker or a nursing background
• Experience with logic models, theory of change or outcome-based evaluation
• Existing relationships in the New Territories East district health network
